About "Patriotism Has No Age Restriction"

I liked the "oddness" of the picture. I was wondering what the old lady was thinking when the photo was taken. Was she really being patriotic or just joking? The squalor that she is obviously living is in direct contrast to the "American Dream" yet she has an American Flag suggesting patriotism around her neck?
